I solved this problem by restarting both Finder and Google Drive
To close the Finder you can just close all the windows of Finder
To restart Google Drive, just click the Google drive logo on the top right bar, click gear button and then Exit
Then launch Google Drive again
It used to work but after my computer died and restarted, the plots on jupyter notebook were replaced with wide blank space.
I reinstalled plotly and restarted the kernel and things were back.
July26 2021: restarting the kernel is good enough ; refreshing the browser doesn't help
